Scope and Contents Note

The L. Sandy MacLean papers are organized into two series. The first documents MacLean’s role at Eastern Michigan University as the Dean of Students from 1970 to 1976, and consists of administrative records, financial records, and minutes subseries. The second series details MacLean’s activities as Associate Vice President of Student Affairs from 1977 to 1981, and is comprised of administrative records, financial records, and conference subseries. Arrangement of materials reflects how MacLean organized and maintained his files.

The Dean of Students Administrative Records subseries includes materials related to goals and objectives of the Office of Student Affairs and the Dean of Students Office, as well as the departments and functions they oversee.

The Dean of Students Objectives record group gives the 1975/1976 program objectives of departments that reported to the Dean of Students (Dean of Students Office, Associate Dean, Assistant Dean, Student Data Files, Foreign Student Advisor, McKenny Union, Religious Affairs, Campus Service Corps, and Student Life). Each department lists its objectives, its program description, resources needed to accomplish the objective, and a measure of evaluation.

The Administration by Objective for Office of Student Affairs materials give the 1972/1973 program objectives of the departments and functions that report to the Office of Student Affairs (Academic Records & Teacher Certification, Admissions & Financial Aid, the Counseling Center, the Dean of Students Office, the Health Center, Housing, Minority Affairs, the Placement Center, and Student Publications). Each department listed its objectives and program descriptions, the resources needed to accomplish the objectives, and a measure of evaluation.

The Dean of Students Financial Record subseries consists of budgets, account statements and expense ledgers for Dean of Students’ Office as well as the departments and functions that reported to it.

The Budget Development for Reorganization of Dean of Students Office includes statements of reorganization goals as well as anticipated outcomes, such as staff changes. The subseries is then organized by area under reorganization, and includes 1976/1977 budget allocations as well as budget summaries from previous years.

The Dean of Students Account Statements consists of summary account statements followed by detailed statements. These records are arranged by department or function, with the statements arranged in reverse chronological order. The expense ledgers are also organized by department or function.

The Dean of Students Expense Ledgers and the Records and Requisitions records consist of expense ledgers for the Dean of Students Office and the departments that reported to it. Both record groups are arranged by department. The Deans of Students Expense Ledgers cover 1974-1976. The years covered by the Records and Requisitions materials vary, but fall between 1970 and 1974.

The Dean of Students Minutes subseries consists of the Dean of Students Staff Meeting Minutes and the Division of Student Affairs Department Heads Meeting Minutes. The Dean of Students Staff Meeting Minutes includes an agenda with announcements followed by minutes for each meeting. Both sets of minutes run from 1972 to 1974, and are arranged in reverse chronological order.

The Associate Vice President Administrative Records subseries contains records pertaining to the search for a Director of Financial Aid, which MacLean chaired, Project 2550, the Division of Student Affairs (DSA) Program Analysis from 1979, and DSA Goals from 1978.

The Search Committee, Director of Financial Aid materials include candidate information meeting minutes from February through May 1980, intra-office correspondence, notes on the job description and photocopies of job advertisements, the recruitment schedule, screening policies and procedures, affirmative action documentation, and general resource material, including organization charts and budget summaries.

Project 2550 was a 1978-1980 university-wide initiative to increase enrollment of first-year students to 2,550, an enrollment target that would maximize university efficiency and lead to an overall undergraduate enrollment of 14,500 students. Items in this group include an overview booklet, Project 2550 committee agendas and meetings, correspondence, recruitment activities with enrollment reports, overviews of public relations activities, updates on the Alumni Student Identification Program, support activities, and miscellaneous papers, such as enrollment projections for EMU and our peer institutions.

The DSA Program Analysis is divided into sections by DSA department. Each section includes a list of the department’s programs in 1979, levels of service, the strengths and weakness of each program, cost estimates, allocated university budget for 1979/1980, and a current staffing list.

The Division of Student Affairs Goals includes DSA Progress Reports toward University Goals for 1978, as well as Monthly Status Reports for the the Division. Both are arranged in reverse chronological order. The Progress Reports toward University Goals are broken down by DSA office, provide a deadline date and responsible department, as well as progress to date. The DSA Monthly Status reports list the accomplishments of the different DSA offices and programs, and are not directly linked to University Goals. Some of the reports have the accomplishments listed by office or department while other reports do not.

The Associate Vice President Financial Records subseries is comprised of DSA General Fund Requests, DSA Budget Development materials, and Cooperative Education Detailed Statements of Accounts. The General Fund Requests for 1980/1981 are organized by department and include general fund requisitions requests, executive summaries of department activities, exceptions reports, and equipment details.

The DSA Budget Development materials are also arranged by department. Each department lists a proposed activity for 1980/1981, the University goal it supports, and the specific DSA objectives linked to the proposed activity. Each department also provided an Activity Plan that detailed the activities to meet each DSA specific objective, the person responsible, a target due date, and a target budget.

The Cooperative Education Detailed Statements of Accounts is made up of two volumes. One volume has detailed statements for the Cooperative Education Program’s Expendable Restricted Fund activities from September 1980 through October 1981. The second volume includes detailed monthly statements for the Cooperative Education Center’s General Fund from September 1980 through October 1981. Both volumes are arranged in reverse chronological order.

The Associate Vice President Conference subseries consists of two letters MacLean sent to the Board of the American Personnel and Guidance Associations (APGA) in 1981, as well as materials referenced in the letters. The subseries documents MacLean’s leadership role beyond the University.

Biographical Note

Lowe S. MacLean, known as Sandy MacLean, was born in 1934. He earned his B.A. in sociology from Northern Michigan University in 1956. He went on to receive an M.S. in guidance and counseling from Michigan State University in 1960, and an Ed.D. in Higher Education from Indiana University in 1967.

MacLean joined Eastern Michigan University in 1970 as the Dean of Students. In 1977, MacLean became the Associate Vice President for Student Affairs, a position he held until he retired from Eastern Michigan University in 1981. After leaving Eastern Michigan University, he joined the University of Missouri, St. Louis as the Dean of Students.

While living in Ypsilanti, he served as President of the Ypsilanti Rotary Club and served on the United Way of Washtenaw County Board of Directors.

MacLean and his wife Judith (neé Rea) have two sons, Brian and Lowe.
